Delivering Social Value Through Procurement at Nant Y Cafn Business Park

At Neath Port Talbot Council, we are committed to ensuring that our procurement activity delivers lasting benefits for local people, communities and the environment.
Social value is about creating positive outcomes beyond the immediate contract. This can include supporting local businesses, creating employment and training opportunities, enhancing community wellbeing and protecting the environment.
We were proud to work in partnership with Andrew Scott Ltd, the principal contractor responsible for delivering six new industrial units at Nant Y Cafn Business Park, Seven Sisters.
Funded by the UK Government through the UK Shared Prosperity Fund, the development provides high-quality, modern business accommodation that will help support business growth and create local employment opportunities. Managed by Neath Port Talbot Council, the units will enable businesses to expand within the area, helping to retain investment and jobs within our valley communities.
With support from the Council’s Community Benefits Officer, the project delivered a wide range of social value outcomes.
Jobs and Skills Development
The project provided valuable employment and training opportunities, helping to develop the local workforce and support future careers.
– 171 training weeks delivered throughout the contract
– 12 apprenticeships supported
– 136 apprenticeship weeks completed
– 1 graduate placement, providing 9 weeks of industry experience
– Two-week work experience placement provided for a Neath Port Talbot College student
Supporting Local Businesses
The contract helped strengthen the regional supply chain, with 75% of subcontracts awarded to businesses based in South West Wales
Inspiring the Next Generation
The project team actively engaged with young people to promote careers in construction and engineering through:
– Attendance at the Futurescape Grand Final at Parc y Scarlets
– A STEM engagement session delivered at Dŵr-y-Felin Comprehensive School
– Supporting the Community and Environment
As part of its commitment to the local area, the project team donated both time and materials to refurbish the historic Colliers Wheel located within a local community park, helping to preserve an important piece of local heritage for residents to enjoy.
Creating Lasting Benefits
This project demonstrates how procurement can deliver far more than physical infrastructure. By investing in people, supporting local businesses, engaging with young people and giving back to the community, the development at Nant Y Cafn Business Park has created meaningful and lasting benefits that will continue to be felt across the local area for years to come.
